In this era, it is not uncommon for parents to bless their children or to bless the St. John's Eve Bonfire in the absence of a priest. By this same logic, a layperson could bless his own garden and pray the Litany. It would be another matter if a layperson were to go around town and bless everyone's gardens as part of a procession.
