This isn't a very good blog post, because it lacks too many details.
But having said that, it is not required that a priest offer mass daily. His requirement for offering mass will depend greatly upon his pastoral duties.
What IS REQUIRED is that he say the complete Divine Office every day, and this is under pain of Mortal Sin. The priest's main duty is to offer unceasing praise to God, and this precept is satisfied by his saying the office. The neglect of this duty is grave.
