What are the differences between the pre 1955 and 1962 rubrics? And how did he get permission to do them...or did he just do it?
He is the a member of the SSPV who uses the pre-1955 calendar.
How is this considered a Low Mass when the propers are sung?

this priest is not a member of the Society of St Pius V. I never heard that name in the past 30 + years of attending Masses offered by priests of that society.
