Cardinal Collins of Toronto has not celebrated the traditional Mass. He Presided from the throne at one but he did not celebrate.

Bishop Fabbro of London in Canada has not, he has attended (in choir even though it would normally be to Preside) at at least three.

Neither celebrated.

The list includes all the bishops who have celebrated, presided over or merely attended at least one liturgical service (not necessarily the Mass -- it could be a Confirmation, a Vesper service, a Benediction, a Te Deum, a funeral blessing) according to the liturgical books in force in 1962, since SP came into effect. Still an impressive list.
